Title IX Information
The following information is provided in response to 34 C.F.R. Part 106.8 of the 2020 Title IX Regulations, mandating notice of a nondiscrimination policy and adoption and publication of grievance procedures that provide for the prompt and equitable resolution of student and employee complaints. In accordance with Title IX, the district does not, and is required not to, discriminate on the basis of sex in its educational programs or activities. The requirement not to discriminate extends to employment. As a school district serving students in kindergarten through grade 12, the district is not subject to provisions in Title IX Regulations (Subpart C) prohibiting discrimination on the basis of sex in admissions and recruitment. However, the district does not discriminate on the basis of sex in admissions or transfer requests.
The district has designated and authorized the following employee as the Title IX Coordinator to address concerns or inquiries regarding discrimination on the basis of sex, including sexual harassment, sexual assault, dating violence, domestic violence, stalking, and gender-based harassment:

Any individual may report sex discrimination, including sexual harassment, at any time, including during non-business hours, by mail, phone, or email. Reports can also be made on the district’s Anonymous Alert mobile app by downloading the app, or on the web-based form here: https://report.anonymousalerts.com/willisisd/.

Upon receiving an allegation of sex-based harassment, the Title IX Coordinator will promptly respond in accordance with board policies FFH and DIA.
Inquiries about the application of Title IX may be referred to the district’s Title IX Coordinator, to the Assistant Secretary for Civil Rights of the Department of Education, or both.

Complaint Process
Student or Parent Complaint Process
The Board encourages students and parents to discuss their concerns with the appropriate teacher, principal, or other campus administrator who has the authority to address the concerns. Concerns should be expressed as soon as possible to allow early resolution at the lowest possible administrative level.
Once your complaint form is filled out completely, submit it by hand delivery, fax, email or U.S. mail to the appropriate administrator within the time established in FNG (LOCAL). All complaints will be heard in accordance with FNG (LEGAL) and (LOCAL) or any exceptions outlined therein.

Refusal of Entry or Ejection of Unauthorized Persons Complaint or Appeal Process
A school administrator, school resource officer, or school district peace officer may refuse to allow persons to enter on or may eject a person from property under the district's control if the person refuses to leave peaceably on request and:
- The person poses a substantial risk of harm to any person; or
- The person behaves in a manner that is inappropriate for a school setting and:
- The administrator, resource officer, or peace officer issues a verbal warning to the person that the person's behavior is inappropriate and may result in the person's refusal of entry or ejection; and
- The person persists in that behavior.
A district shall maintain a record of each verbal warning issued, including the name of the person to whom the warning was issued and the date of issuance.
Reconsideration of Instructional or Library Materials

Student Transfers
Please note: Willis ISD is a closed district at this time due to community growth.
In-District Transfer Requests
- Transfers are granted for hardship reasons only.
- Transfers are subject to space available at the time the request is made.
- There will be no change of schools granted once the school year begins.
- The parent is responsible for ALL transportation.
- Request for a specific teacher will not be accepted.
- Failure to follow discipline, attendance and grade policies may result in revocation of transfer.
- All supporting documentation must be submitted with the application.

Reporting Allegations of Bullying
Willis ISD prohibits bullying, including cyberbullying:
- On school property,
- At school-sponsored or school-related activities on or off school property, or
- In any vehicle being used for transporting students to or from school or a school-sponsored or school-related activity.
Bullying may include physical conduct or verbal or written expression, including electronic expression, that was delivered to school property or to the site of a school-sponsored or school-related activity, or off school property or outside of a school-sponsored or school-related activity, if the cyberbullying interferes with a student’s educational opportunities or substantially disrupts the orderly operation of a classroom, school, or school-sponsored or school-related activity.
Bullying is not tolerated by the District, and any student or parent of a student who believes that the student or another student has experienced bullying or that a student has engaged in bullying is encouraged to immediately report the incident. Retaliation against anyone involved in the reporting process is a violation of District policy and is prohibited.
Students or parents may report an alleged incident of bullying, orally or in writing, to a teacher, school counselor, principal, or other District employee. Students or parents may obtain an Incident Report Form at the links below. A student may report the incident anonymously.
K12 Anonymous Alerts
Willis ISD has an anonymous alert reporting system called K12 Anonymous Alerts. Anonymous Alerts® allows students or parents to quickly, easily, and anonymously report urgent information to school officials across all of our school campuses. The mobile app and web-based reporting system provides secure one-way or two-way encrypted messages. All reports remain completely anonymous by default, or you can ask administrators to contact you.

When an allegation of bullying is reported, the principal or designee shall notify a parent of the alleged victim and a parent of the student alleged to have engaged in the conduct. The principal or designee shall conduct an appropriate investigation based on the allegations in the report. The principal or designee shall promptly take interim action calculated to prevent bullying during the course of an investigation, if appropriate.
