The Willis Independent School District Board of Trustees work closely with parents, educational professionals, and other community members to create the educational vision we want for our students. The Board is accountable to the public and responsible for ensuring that the money allocated to public schools is providing a good return on the investment. Thus, the Board oversees regular assessment of the district's students, staff, and programs. The Willis ISD School Board is a strong advocate for public schools and is responsible for communicating the needs of the school district to the public and the public's expectations to the district.
Cliff Williams, Board President
Mr. Williams was first elected to Position 5 in November 2008. His current term expires in 2018. Mr. Williams is a native of the Willis community. He graduated from Willis High School in 1999, and from Texas A&M University in 2004. He has three children: Carter (9), Caroline (6), and Autrey (23). He is a Global Oil and Gas Enterprise Account Manager for Anixter, Inc., a global security and telecommunication distribution company. Mr. Williams is involved in the following community boards and activities: Montgomery County Fair Association-Lifetime Member, Houston Livestock Show and Rodeo-Lifetime Member, First Baptist Church-Conroe, Montgomery County A & M Club-Past President and Scholarship Chairman, and Texas A & M University Class Agent 2003-2018.
Mr. Williams states, "As a former graduate of Willis I.S.D., it is my goal to see Willis I.S.D. continue to strive for excellence in all phases of the education we provide and help shape great citizens for when they walk out of the doors of Willis I.S.D."
Sue Ann Powell, Vice President
Mrs. Powell was elected to Position 2 on November 4, 2008 and re-elected in Nov. 2016. Her term expires in 2018. Mrs. Powell is a native of Willis. She has been married to her husband, Luther, for almost 43 years. Mrs. Powell graduated from Willis High School in 1957. She received a Bachelor of Science degree from Sam Houston State University in 1960 and a Master of Education degree from Sam Houston State University in 1965; Counselor and Mid-Management Certification from Sam Houston State University. Mrs. Powell is a retired school counselor with 38 years in education; 8 years as an Art Teacher and 30 years as a Counselor.
Mrs. Powell is involved in the following community boards and activities: Member of First United Methodist Church of Willis: Administrative Council Secretary, Historian and Communications Chairman, Editor of the monthly Church newsletter and member of the Chancel Choir; Secretary of District 6 Retired Teachers Association; Past President and member of North Montgomery County Retired Teachers Association; Chairman of the Willis ISD Education Foundation; Member of the Delta Kappa Chapter of Delta Kappa Gamma Society of Women Educators; Chairman of Willis Historical Committee.
Mrs. Powell states, "My family has long and close ties to Willis I.S.D., and my membership on the Board of Trustees gives me the opportunity to continue that service to the District and the community. I believe that PRIDE, RESPECT and RESPONSIBILITY are the building blocks for our outstanding Willis Independent School District."
Robin Sproba, Secretary
Mrs. Sproba was first elected to Position 3 in 2010. Her current term expires in November 2018. Mrs. Sproba has been a resident of the Willis community for 13 years. She is the owner of Synergy Real Estate Professionals, a Keller Williams Team, selling residential real estate in Montgomery County since 1999. Mrs. Sproba has been married for 19 years to her Aggie college sweetheart, Mike. She has two daughters who are currently students in elementary and middle school in Willis ISD.
Mrs. Sproba serves on other community Boards and is active in the following groups: Willis ISD School Health Advisory Council (SHAC), Member 2009 to present; Montgomery County A & M Club/Scholarship Foundation, President - Club - 2003, 2006, Chairman of the Foundation 2003, 2006, Recipient - James Stewart '57 Spirit Award – 2007, Donor - Joseph K Bush '66 Memorial Scholarship - 2004 awarded to a WHS senior entering the Aggie Corps of Cadets; Willis ISD Meador Elementary PTO, Treasurer - 2009 to present, Secretary - 2008-2009; Willis ISD Brabham PTO - member - 2009 to present; Willis Girls Softball Association - Coach - 2005, 2006, 2007, 2010; Conroe Noon Lions Club - Vision Ambassador - 2005 to present; Texas Lions Camp for Handicapped Children - Volunteer - 2005-2009.
Mrs. Sproba states that the mission for school board service is to positively influence the lives of WISD students, staff, and community members through the consistent pursuit of excellence.
Rebecca Broussard, Board Member
Mrs. Broussard was first elected to Position 7 in 2001 and was re-elected several times. Mrs. Broussard has previously served as Board President and as Vice President. Her current term expires in 2020. Mrs. Broussard has lived in the Willis community for twenty years. She received her B.A.T. from Sam Houston State University in education. She received her M.Ed. from Sam Houston State University with a specialization in Reading and also has a Mid-Management certification. She has been a teacher, campus administrator, and central office administrator. She has also taught the Reading block for Sam Houston State University preparing future students to become classroom teachers. Mrs. Broussard now assists her husband with their family owned business, Broussard Properties. Mr. and Mrs. Broussard have five children and five grandchildren. Mrs. Broussard participates in the following activities: The Lake Conroe Republican Women, The Northshore Republican Women, has served the last two years as the Chair for the Montgomery County American Cancer Society Cattle Baron's Association, she is a member of the Conroe/Lake Conroe Chamber of Commerce, she is a supporter of the Willis Recreational Youth Center, and is a member of the Woods Edge Community Church.
Mrs. Broussard states, "I am honored to serve Willis I.S.D. and take this responsibility very seriously. I am here for everyone who elected me. Together, we can make this the best place to educate our children and the best community to live in".
Kyle Hoegemeyer, Board Member
Mr. Hoegemeyer was recently appointed to Position 4, a term that expires in November 2018. Mr. Hoegemeyer is from Franklin, Texas, but has resided in Montgomery County for almost 20 years. He graduated from Texas A&M in 1997. He is married to Audra Hoegemeyer, and they have three children: Grace attends Willis High School, Hutton attends Brabham Middle School, and Hayes who will attend elementary school. Kyle is the COO for Excell Foundations, a real estate broker, and enjoys raising cattle on the side. Mr. Hoegemeyer is involved with his children’s many activities, such as FFA, 4H, sports, cheerleading and church. He is a lifetime member of both the Montgomery County Fair Association and the Houston Livestock Show and Rodeo. In addition, he serves on a Municipal Utility District board as vice president. Kyle previously served on the WISD planning board, which helped bring ideas to the district in planning for the future needs. He is an Aggie football season ticketholder, so he can be found supporting his team on most Saturdays in the fall.
Michelle Bischof, Board Member
Mrs. Bischof was elected to a four-year term for Position 6 in
November 2016 that will expire in November 2020. Bischof taught school for 10 years, eight of those in Willis
ISD, before deciding to stay home with her children. She currently serves as a
mentor for students in Willis ISD and is a bible study fellowship group leader.
Bischof also is on the board of directors and is a lifetime member of the
Montgomery County Fair Association. She holds both a Master of Science and a bachelor’s
degree in education from Texas A&M University. In 2012 she added a library
certification from Sam Houston State University. Bischof is married to Paul and
they have two children;

Christen Arnold, Board Member
Mrs. Arnold was first elected to Position 1 in 2006 and has served as Vice President and President of the board. Her current term expires in 2018. Mrs. Arnold has lived in the Willis community all but one year of her life. She has been married to her husband, Joseph, for seventeen years and they have three children. Mrs. Arnold graduated from Willis High School in 1988. She received a Bachelor of Business Administration in 1991 from Texas A & M University. She is involved in the following boards and community involvement: St. James Episcopal Church-Conroe, Texas, Montgomery County Fair Association Lifetime Member, Montgomery County Cattle Baron's Ball- American Cancer Society, Willis Wildkat Quarterback Club, and the Willis Sweetheart Booster Club. Mrs. Arnold is Director of the Montgomery County DWI and Drug Court.
