2025 Legislative Priorities
- School Finance Reform
- Increase basic allotment: Increase the basic allotment to match current inflation. The per-student amount of $6,160 has not increased since 2019.
- Revise school funding methodology: base funding on enrollment instead of daily attendance.
- Reject school vouchers: oppose legislation that diverts public education funds to private schools, home schools, or other private entities, especially without establishing an equitable accountability system.
- Fully fund pre-K: support universal access and funding of pre-k to ensure the best start for Texas school children.
- School Safety & Security
- Increase the school safety allotment: Increase the safety allotment to provide adequate funding for school safety mandates.
- Revise allotment methodology: base funding on a per-campus model instead of grants.
- Increase Special Education funding
- Replenish lost SHARS funding: Replace funding lost from Texas Health & Human Services Commission reimbursement methods.
- Increase funding: base funding on services provided rather than instructional arrangement.
- Increase weighted funding: Increase funding weights to match actual costs.
- Establish funding to enhance student participation in CTE courses for post-high school preparation and to provide inclusion teachers for classroom support.
- Assessment & Accountability
- Eliminate high-stakes testing: establish a comprehensive accountability system that utilizes meaningful assessments and is nationally normed.
- Eliminate A-F ratings: reducing schools to an A-F model diminishes the important and difficult work that educators do daily.
