• Section 504 is a broad federal civil rights law that protects all individuals with a handicap. If a student with a disability does not qualify for IEP services under special education, they may still receive accommodations under a 504 plan that ensures a student's academic needs are met as adequately as a non-disabled student. Students who qualify under section 504 must have a 504 plan that outlines the services to be provided.
